Unable to add PayPal to my XBox Live account.

Ever since the option became available at the end of May when the most recent Dashboard update
was released, I've been unable to successfully add my PayPal account to my XBox Live account.


Steps I take each time:

1. Go to http://xbox.com/paypal/ as requested on the XBox dashboard.
2. Login to my XBox Live account via the usual XBox Live login page.
3. Click on Manage Payment Options link on the Account page.
4. Click on PAY with PayPal in Manage Payment Options.
5. Type [REMOVED] for account name where prompted.
6. Click Next, then I'm redirected to paypal.com.
7. Login to my PayPal account.
8. Error!


At step 8 every single time, the following error message appears:


Return to Merchant

At this time, we are unable to process your request. Please return
to Microsoft Luxembourg S.a.r.l. and try another option.

[ Return to Merchant ]


This happens everytime, regardless of whatever internet browser I use, on any computer,
or on any operating system, be it Winodws, Mac OS, Linux or whatever. It has now been
over 3 months, and I am totally unable to add PayPal to my XBox Live account.

I've phoned XBox Support, they've said that it's a PayPal issue, and then PayPal said it's
an XBox Live issue. The last time I got through to PayPal, I spoke to someone in a call
centre in India who didn't even know PayPal could be added to XBox Live!

So ... what gives?!?

Ok ... let's check the Requirements checklist . . .


Region:
I'm in the UK (not Luxembourg) so my location is covered. Manchester, England to be precise.
The Luxembourg part appears to be the Microsoft regional office for Europe that is partnered
with PayPal in the UK and Europe, acting as the PayPal "merchant".


Age:
I'm well over 18. I'll be 37 in November!


Funds:
This section suggests one should a credit card to the account PayPal. I have two debit cards
attached to my PayPal. One is a Visa Debit card originally issued by Alliance and Leicester
(which is now assimilated into Santander) the 2nd card is a Maestro debit card that was
issued by Yorkshire Bank as a backup in case of any problem with the other card.

I don't have a credit cards. I don't want any credit cards. More trouble than they're worth IMO!
I'm definitely not applying for any credit cards just for this particular purpose either!


Account Information:
My gamertag is currently DJGM1974, although I might change this in the future. The e-mail
address associated with my PayPal account is a Gmail.com with the same e-mail name
as my gamertag. My real name is associated with my PayPal account and gamertag.


The Paypal button is missing from the payment method screen:
As I said in my opening post, under Manage Payment Options a PAY with PayPal button
is available ... directly below my existing entry for primary payment card (Visa Debit).


I am seeing a 40001 or 40101 error when adding Paypal:
I see no numbered error codes on the PayPal web page that displays that error message.
This bit of the FAQ suggests waiting 72 hours before trying again. It's now been 96 days
since I first tried to add PayPal, and after numerous failed attempts ... still nothing!


A friend had a similar issue for about a week, but it was eventually resolved. I'm still
waiting for an adequate resolution to the problem, after over 3 months of trying!

Debit cards are fine, we just wanted to convey that the card must have a major label (Mastercard, Visa) and not be a debit-only card. As for the account information, I'm more concerned with the billing info, such as name, address, phone number, region, etc. Can you confirm all this matches?

I'm pretty sure all my details match up on both my XBL and PayPal accounts.

Could it be because I have a Gmail account associated with my PayPal, but a Hotmail.co.uk address associated with my XBL?

Possibly, but I wouldn't think so. If you want to test it, you could change one of the emails to match the other (Xbox WLID can only be changed once every 30 days, so maybe change the Paypal one?). If that works, please let me know! Thanks!
