Unable to accept the New terms and Conditions for Xbox Live

I live in Utah, USA. I have been attempting to accept the new terms and conditions for Xbox Live for 2 days now.

There is no specific error message. I have a parental account, but we know the email and password for both accounts. When accepting them on the xbox with the correct password, it says the password is not valid. When on the computer, it loops from the accepting the terms page, to the login page, and back to the accepting terms page. 

We have reset the password for the parental account 3 times to no avail. I can't access "My Account" under my name on the computer because it says there is a "Glitch in the system" with that ridiculous avatar thinking that's a great thing. We have reset the password, filled out that sheet, and nothing works.

Please help. I can't go long with out Live sustenance.
