Troubleshoot using flash drive to transfer files

I used a flash drive and formatted it in my old xbox.  I then transferred all my data to it and inserted it into my new xbox.  The new xbox only sees it as a drive with nothing on it.  It wants me to set it up....   Why doesn't this work?  My xbox is updated with software....  How do I transfer the files to the new xbox?   OH, and I have a data transfer cable also, and that doesn't work either.....  How do I get the files on my new xbox?!!!  HELP ME!!

Not all flash drives are created equal, however...

If the drive isn't being detected properly, try powering off the new 360. Remove the USB drive. Power up the new 360, re-insert the USB drive. See if the drive is now properly detected. There's been some issues with USB drives not being detected properly during warm-boots of the console.
