If you're already using a Slim and you're just getting a new one, you could just use your current hard drive on the new console. If you're using an older model 360 then that won't work.
If you don't transfer the information from your old hard drive you won't have any of your game saves. So if you want to use those you would need to transfer the information. You can use a data transfer cable which will transfer everything at once (game saves,
downloads, etc.). You could also use a USB flash drive to just move over a few things.
Downloads can either be transferred or redownloaded. Since you're purchasing a new console, you'll need to do a license transfer for the content which will have you redownload the content anyway.
