Ok, so just tried to accept the TOU online, and instead of getting immediately logged out like I have done the past 2 days, It said 'Parent: Approval Required...Xbox Live requires a parent or guardian etc'.

This Parent account was made when I was 16 and has not been used for at least 3-4 years now. As I said in another post, i've tried everything. Rung customer services at Xbox, Windows live account and my local internet provider in an attempt to find this password and reset it, so far nothing.Also tried web chat with customer service. Again, no luck.

In the past I have been able to accept TOU on my own personal account too.

My own personal account is where I pay for Live and anything off the store etc. The parents account has had nothing to do with the account for the past 3 years. I have attempted to follow the Troubleshooters but I cant go to Settings > Account to upgrade my  account to adult (even though im pretty sure I have already done that in the past) without logging into Live. 

So basically I need a way of accepting the TOU without this 'Parent Account' being asked for. I pay for Live, I didn't need my Parents permission for that the past 3 years as an adult.

Any help would be greatly appreciated, Thankyou.

support.xbox.com/.../xbox-live-status there are issues at this time and microsoft are working on this

Yeah I know, people just keep getting told to start a new chat so Xbox can monitor the issue!  I'll wait it out!
