Have both accounts always been connected to the same country? Or was one initially created with a different country?

Because a gamertag will always stay connected to the country that it has on creation.

the second account email I want to switch to was on a japan xbl account but was a usa id, but I recently changed that gamertag to a different email. So the email doesn't have a xbl account attached to it..

Just to be sure:

so the countries are US on all of the following links (they might have the same origin):

commerce.microsoft.com/.../Profile

account.live.com/EditProf.aspx

live.xbox.com/.../BillingAccountInformation

I'm thinking that since it was on a japan xbl account that that maybe the cause of this problem somehow.

You could try and contact Xbox Support if they can tell the cause and possible resolution.
