While I don't speak/read french, so I can't translate that part, the Xbox Live Gold Family passes are no longer available for purchase, so you can not switch gold to family anymore. It is instead replaced with Xbox One Home Gold, where you pay for one membership, and everyone on your Xbox One will be able to use your gold on their own account.

I am not sure what region your in but you may want to check your region setup on your console. You will want to make sure that your credit card billing address and the account region matches. Click this link and click on personal information. If your region on your console doesn't match you will need to change the region on your console. Here is how.
