Strange error message when migrating live account

I have just bought my x360 console and have been on the live network for a few days. Problem is I was not used to some terms and conditions and thought I had to use an american address in order to create an account and so I did it. Only later I found out that xbox live was avaliable for my country (Brazil) so I rushed to the region change page.

I thought I had completed the region change process but my console still displays USA content. So I tried to migrate my account again and now it says "There’s a problem completing your move right now. Please check the Region Change Support Page to make sure it will work for you, and try again later." Anybody plese tell me why I can't change my account's region although it seems I never changed anyways? Thanks in advance.
