I tried upgrading to gold today and it comes up...

Can't retrieve information from Xbox LIVE.
Please try again later

Status code: 80190864

Anyone have any idea how to get this fixed ?

It means you have some sort of billing violation. Check for any errors on billing.microsoft.com. If you can't figure it out there, you'll have to call support and they will help you sort it out.

Or you can jus turn your xbox off for a while, go outside have fun and try again after 1-24 hours. If that doesn't work then try what Smwutches said.
