Note: I would suggest that you clear your Xbox system cache 3 times in a row. Restart your console and try recover your profile from LIVE.

OK, I am having this same issue. I've redownloaded my account, cleared some system cache and nothing is allowing me to sign onto or recover my account. I am just out of ideas on what to do. I really need some help.

Hey there! So I'm assuming from the title you're getting the error like the post says- when you try to sign in.  Do you see it any other times or ever not see it?  Also, did you ever encounter any other errors while performing those steps?  One other thing I would like you to try is downloading a different account onto your console- you can just make a free one over the website.  Also, are you able to sign into your account on any other console?

Please try these steps

Step 1: Delete you profile of your console ( Settings>> System>> Storage>> Hard drive >> Profile )

-- Make sure to DELETE PROFILE ONLY

Step 2: This error code pertains to adding a security proof to your account but for some strange reason it glitges up on the console. Click on the link below to add a security proof: https://account.live.com/Proofs/Manage

Step 3: This has came out on the recent dashboard update. You may want to try to redownload the update to do this.

Go to setting>>System>>Storage press these buttons: LB RB X LB RB X confirm and reboot console then confirm the update

Step 4: Redownload your profile... Press the Xbox button then select Download profile and sign in.

MAKE SURE TO FOLLOW EACH STEP

** if these steps does not work... Please contact Xbox customer support for tier 3 escalation...

**You may want to try to clear system cache once and redownload

hmm sounds like you need to try to redoawnload your profile and do some system cache clearing, that may take care of your issue.
