SOUTH AFRICANS CANT CONNECT TO XBOX LIVE EITHER

Read on the forums about many other users unable to connect to Live. Followed all suggestions to the letter and still offline. I have a Netgear DGN2200 and Telkom is my ISP. Assistance would be welcome
