This is a known issue!

And there is a fix!

All Xbox accounts are required to have two forms of authentication for the user to get into the account.

Start off by going to account.live.com and clicking "Can't access your account"

Enter in your microsoft account, and the "Im not a robot" thing

Pick a way to reset your password with the existing proofs on your account, if you have none or you don't have access to the proofs on the account any longer pick the "I can't use any of these options" Link near the bottom.

Once the password is reset, after you change it, it will bring you into a sign in page.

This step is important!

Sign into this page it brings you to, with your newly changed password.

If done correctly it will bring you to a page that states "One last step!"

Make sure all of your security information is up to date, and remove any proofs you don't have access to any longer.

If you have nothing to add or remove, at least chage your security question.

Once into the account, click on "Edit security info" and make sure there is no proofs with "Confirm" next to them.

If there is, confirm those proofs with the pre-existing proofs on the account"

Once done, attempt to sign into the account again.

Let me know if this helps, or if you have anymore questions.

Cheers!
