Refund.

My siblings purchased Call of Duty: Black Ops, and 800 Microsoft Points, without permission, and i want a refund because they were not supposed to do that. and i dont want them playing anymore, so is there a way I can set a passcode from my laptop?

Unfortunately Microsoft points are un-refundable. So, once they purchased something with the points, they cannot get the points back.

Unfortunately Everything is un-refundable - There is no way to set a pass-code just for purchasing items.

You can make the whole account pass-coded to login but that is it.

The other option is removing the CC information from the account - But would need to contact support for that.

This is why MS gave us tools on the console to prevent unauthorized access. As stated above, nothing is refundable. You should set a pass code on your XBL account via your console. Then if you haven't already, create an account for each child and set the Parental Controls to limit what they can and can not access or do.
