Question about 'Syncing data...'

I had to send my original Xbox One console in for repair (long story) and yesterday I was able to get up and running on the replacement unit. I've noticed that with all the apps and games I install on this box, they go through a 'Syncing data to your console' phase on startup. I don't ever remember my original console doing this.

Is this something new that came with the recent update? Or is this a function of Xbox Live thinking my dead console is the 'home' console and not treating my new console as my 'home'?

If the latter, is there a way to make this new console my home?

Hi there when it syncs data its looking to see if theres an update available or its gathering the stuff you viewed or searched on internet explorer.
