Paypal won't connect with positive funds and attached account

Problem is as the title reads.

What type of payment method are you trying to add?
PayPal

What error code or message are you receiving?
You must add a credit card to complete this purchase. Some payments, like instant and immediate payments, require a credit card. 

What region is your account set to? 
Canada

What region do you physically connect from?
Canada.

What region is your payment method's billing address in? 
Again, Canada

I have a debit card attached and confirmed it. The account is verified up to Microsoft standards but it's still not working.

Hey Ishka, I'm sorry to hear about the issue with Paypal! It sounds like you're following the steps provided by the console--I'm curious, have you tried adding a different debit/credit card to the account, to see if that resolves the issue? If so, and if that's not resolving the issue, I recommend dialing phone support, as they are our billing experts. :-)

I don't have a credit card or second debit card to add, the account linked is positive funds as well, as is the paypal account itself. I'll contact phone support tomorrow, thank-you!
