Payment option not authorized

Hello all!  My Gold ran out today, and the Credit Card I used to use was cancelled, so naturally, I added my new card.  When I went to add it, after I put in all my info, it said that "Payment was not authorized, choose another payment method" or something along those lines.  No big deal, I just went to the store to get a card instead, but they were all out.  So for my last resort, I tried on Xbox.com, to which every time I tried to add a credit card, I would get signed out, or my session timed out.  Is my account suspended or does Microsoft just not want my business?  Any help is greatly appreciated.

What is the full, exact error message and code you are getting when you try to add your payment method? Make sure to check all of these suggestions before posting again (forums.xbox.com/.../19164.aspx)
