I found a way!  It sucks and annoying, but it works!  SO, you have to make sure everyone is at the Xbox home screen.  If you or they are running a game in the background, push the menu button and QUIT out of the game.  THEN start a party and enable party chat.  That should work for you.  It works for my friends and me!

This does not work for me. there are just certain friends that "cannot turn on chat right now"......everyone has open NAT and also tried to DMZ on each friends.

This solution although may work for you, doesn't for me :(  Thank you though for sharing!!!!!

This is required for all the party members to do. Make sure you are at the home screen and no one is running a game.  I always have that issue and whenever it happens i do these steps to get it to work for me

-

Step 1 -

-

Go to Settings -> Network -> Advanced Settings

-

Make sure IP Address and DNS are set to Automatic

-

Alternate MAC Address set to Clear

-

Restart System then try the party thing again before running your games

-

Step 2-

-

If the party chat doesn’t work yet, go to Power & startup

-

Set Power Mode to “Energy-saving”

-

Select Turn Off Xbox. (This is a full reboot).

-

After this, Party Chat should be working.

-

Mine usually works after step 1 i never need to do step two
