Open/Moderate NAT depends on which Ethernet port I use?

I usually consider myself knowledgeable about such things but this has me stumped.

My router is a Netgear DGN2200. I have all the settings done.

Now my PC connects to the first Ethernet port and my 360 to the second. I could only get Moderate NAT on on my console.

However if I take my console out of the second Ethernet port and put it in to the third, my 360 reports an open NAT?

Now I know the easy solution is to just use the third Ethernet port but why on Earth should it matter?

I use wireless, but when I used ethernet, this happened to me as well. I think it's the closer the port is to your ISP, the better it is, eg:

Your ISP HQ is to the east, and your first port is farthest to the west. The second was in the middle, as the third bypassed to another region where you ISP has marked. That's just a guess, but if you compare it, it makes sense.
