Not connecting to xbox live

My xbox is not connecting at all. I have tried every trouble shooting step and nothing is working. i've changed the ip address and everything. i even have the telephone company come and give me a new wireless router. Which the router is hooked into the computer the router acts like a modem and a router. and i have tried everything i even hooked up my borthers xbox to it and his didn't even work. hope to get this issue resolved asap. all the help i can get PLEASE!

After you run "Test Xbox LIVE connection" and click on "More info", what is the exact message shown on screen?
