Not allowing me to accept new terms of use for Xbox Live.

It won't allow me to accept the new terms of use online.  Everytime I try to accept it, it just takes me back to the log in info, and wants me to re-enter my email and password.  I can't accept it on my xbox either because it is saying that the family account holder needs to enter the password to accept it, but I am no longer in a Family Pass since it was discontinued.
