The VGA cable has red and white RCA audio cables. Now depending your TV, you either attach these to your TV's PC audio In, or you connect these audio cables to a stereo mini jack adapter and then plug this adapter into your TV.  You will need to consult your TV manual to see which is which.

The official MS VGA cable should already have this adapter in the box.  If you've purchased a third party cable, you may need to buy an adapter separately, it all depends on your TV.

If you have a PC monitor with no built in audio, you will need to buy some speakers with an audio in.

The VGA audio input on that TV is a mini-jack next to the HDMI ports, not the red/white RCA jacks above the VGA port.
