new xbox

I recently bought a new xbox 360 because my old one was dying. I used a transfer cable to move everything over. My internet wasn't working and I couldn't play any of my games offline even after I deleted and redownloaded them. Any one know what the heck is the problem???

Sounds like you need to migrate the licences for the content over to your new 360. The link below will help you go through the process of transferring the content you own.

support.xbox.com/.../download-content

That page will also have sections describing any scenarios or frequently asked questions you might have.

I tried to transfer licenses and it said I already had and the date showed the date I moved everything to my new hard driveas well.

When I attempted to do a license transfer it say I have to wait so many months to do it.

Yes, I read that... you said it showed the date you installed the HDD.  My question was did you perform the license transfer on the old console or the new one.  It should have been the new one.

Unfortunately there's no way to speed up the process, you'll have to wait for the 4 months to pass.  As long as you are connected to Xbox LIVE your content will be usable.

My apologies. I ment to say when I tried to do the license transfer on the new xbox it said I had to wait. I never did a transfer just moved everything from the old xbox.

Well Xbox LIVE servers are apparently saying you did.  You must have accidentally triggered it on the old console.  Were you using a third party transfer cable?
