New X-box 360 slim wont update

I bought my son a new 360 for x-mas and we cant get it to update.  It

gets about 90 percent downloaded then restarts. It does this 3 times then finally gives me the error code 396B-0000-3080-0506-8B05-0018. I have tried both wireless and wired connections. I have a verizon action-tec router and it already had the ports open for xbox. I trid to install the update from a usb drive and it extracts the files then restarts and asks me to update again. It just keeps doing this over and over. Please help. My son can't really play because it won't save any games till we get the update. It also is having trouble reading the discs but I figured  that would go away after update. I also have a wii connected wireless and a wired ps3 and they are working fine.  Any suggestions would be appreciated. Oh ya I ran through that xboxlive troubleshooter as well and it didn't work. Also when i do the connection test it connects to the internet but not to xboxlive. any ideas?

I'm not 100% sure about this, but try removing the hard drive and put it back in. Make sure your system is switched off.

It is the 4 GB base model with no hard drive.

I cant sign on to x-boxlive. I don't think it is a connection problem because I can't upgrade from a usb drive or a cdr either.

have you tried getting to xbox live at another location? try connecting at a friends house. are you doing connecting wired or wirelessly?

I have tried wired and wireless. I think if I can get the update to install all will be good. I put in a call to customer service and just waiting for a callback now.

So I got my callback and pressed 1 when prompted and the call was dropped. waiting on phone now for them to pickup. I can't believe a system that has been out as long as the 360 has this kind of issues. Bout ready to return this and get him something that works.

Yes I have gone through the troubleshooter and just got off the phone with tech support and he couldn't help now being transferred to another dpt. and back on hold.
