New HDD for Xbox not recognized, please help!

Have a 250gb hard drive that isn't detected. Bought a transfer cable to switch data from 20gb one to new HDD, but it only recognizes it as the max 32gb storage device.

That is not good.  If you were asked to "configure" the drive at any point, that is a sure sign of a 3rd party transfer cable.  If you proceeded  to configure the drive, it is now only capable of being used as a 32gb USB drive.  The drive will no longer act like a regular hard drive.  Sorry but there isn't any way for us to help you.

Out of curiosity where did you obtain the hard drive from and what packaging did it come in?
