My account requires Parental Controls?

I'm 20 years old, yet somehow my Xbox Live account is blocking me from changing my payment information so that I can't purchase from the game marketplace because of an 'Age Restriction'? lol wtf? I tried as hard as I could to follow the procedure, but when I tried to link a 'Parental Hotmail' (which should be MY own email) it tells me the information I entered was wrong. Can someone please fix this for me, it's frustrating, and I would very much like to invest in this service. However- It's impossible to do that at the moment.

For how long have you been using this account? Were you possibly less than 18 when the account was created?

If that is the case, you may need to promote your account to an adult account, using the procedure given here: support.microsoft.com/.../945418.

If you can't unlock your account, you may want to contact Xbox Support over the phone.
