To be honest, though I can't see what you've written I'll say this. Usually higher prices on the same item in Canada versus the U.S. aren't even the company's fault. It's not like Microsoft just went ahead and thought "hey, wouldn't it be a good idea to
charge Canadians more just because?"
All I'm saying is it's probably not Microsoft's fault at all. It could be due to taxes, different laws, government or anything. But it's not Microsoft being unfair.
Remember always log in to your windows live ID regularly and never wait 90 days between signing in.
