Keep getting message "Could not verify card info, check your info & try again", yet am still being charged!

I am attempting to start a fresh account, & use my credit card to do so. I create a new account with the guide button, go through the set up process, get to the Xbox Live purchase screen, select the $1 monthly option, enter all the correct information, which is all matched to the Live account, & the info on the card, & yet it is telling me it can not verify my card, yet it is charging $2 charges each time I try. If it can't verify, then how is it charging me, without giving me the correct membership? I am down to my last $10 until I am paid from work during the week, & would like to use it to purchase the $1 gold, but if I keep trying, I will end up with nothing left, & no membership! HELP ME!

This is an issue best explored directly with an Xbox LIVE Billing agent; suggest you call 1-800-469-9268 and ask for Billing.
