I had this when trying to remove my card details. I was using Firefox. First try clearing your cookies. If that doesnt work then use IE.

I did it not 10 minutes ago, so the service is definitely working. The whole Account page has changed too, so just try that from the My Xbox drop-down at the top instead of that link you posted...
