I used to have this problem, and someone suggested it was because I had an older, cordless phone in use in the house. Might have been a coincidence, but when I got rid of the that old phone and put in a swanky new set, the problem went away. If you have
a cordless, try removing it (or at least unplugging it) and see if that works.
