If you want to be pedantic, maybe you should examine your own grammar first; the word "surely" in your sentence above should be capitalised. Also, you've fallen foul of the classic comma splice trap; you have attempted to join two clauses together using a comma where it isn't appropriate. "Surely you meant ALLOWED" is a question and therefore needs to be demarcated with a question mark. That's why you can't tag "someone needs to go back to school" on the end.
