I'm being declined... Please help me.

To whom this may concern. I have been a customer of xbox live for a few years and a coulpe years ago we moved and my roommate kept using my debit card for his account . It caused us to overdraft on our account and we had to fight to get our money back. Now I find out that my account is permenently banned from the market place for card or microsoft points. Is there any way to fix this. i only use microsoft points to buy stuff on xbox now so i dont see any harm done by letting me have at least that much.
