well that is easy

as long as you actually live in the us

if you are choosing the US region just because they have more content and you don;t actually live in the US that won;t fix your issue

to download region locked DLC your physical region must match your actual region

this includes blackops netflix etc etc

first you need a valid billing address in the US  preferably your own

sec you need to read this

you can change the region if you contact xbox support via phone or chat

however it locks the account for upto 6 weeks so you will need another account while you are waiting

also you will forfeit the ability to download some if not all region locked content there is no refunds for that

to me i'd say new account looks alot more attractive then losing 100s of dollars of dlc

Please note that the migration process can take up to 6 weeks. During this time your account will not be available. No refunds will be given for any content that is lost during the migration
