I cannot open any apps, or any of my games!

When Xbox one last went down (25th or 26th of July) my Xbox won't let me open anything on my Xbox. It says that I need to try again soon, and that I need to make sure that I'm connected to Xbox live. But even if I'm not connected to Xbox, why can't I open any of my apps?! Also I know I'm connected to Xbox live as I get party invites from my friends but I can't join, as my Xbox won't let me open any apps!!!!!!! I have no idea what to do!

First of all, let's try to do some basic maintenance procedures, like cold rebooting or Your router and Xbox One.

First, unplug Your router/modem from outlet for about 30 seconds, after that connect it again to outlet.

After that do the same for console: Push and hold Xbox button on Your console for about 8 seconds. When console is would shutdown, wait another 8 seconds and unplug power supply from outlet for about 30 seconds.
