I can't sign into xbox live

My internet works perfectly fine my account is live, all that works but I can't sign in to X-box live. When i start my xbox normaly ill be sign into my account and be on live straight away. Now its not doing that when i do try and sign into live it says i have to update my payment information, I have done this and it still comes up with the same msg preventing me from signing in live and when i went to see what was going on with my account and i get this:

Let's update your billing info at commerce.microsoft.com instead. Once that is up to date, try signing in on the console again. If the message continues then get in touch with our phone team to lift the billing suspension.
