How to make my computer read a wired 360 controller?

I have Windows 7, 64bit, and even though I read that Windows 7 doesnt need to install drivers due to Windows Play (or something like that), my roommate who owns the controller told me you have to anyway.  So I went to the page on the xbox site and downloaded the win7 64bit driver, and it said it was already installed.  But when I try to use the controller in Unity, my computer doesn't pick it up and it makes 3 low-sounding beeps when I plug the controller in

On this page are some troubleshoot tips & tricks, and run windows update if you can because it will update the driver for the controller also.
