How do I set up correct permissions to access Xbox LIVE functionality?

My teen and I are trying to play GTA V on Xbox LIVE. I just bought a Gold membership and have managed to get on Xbox Live. I have the game (Hard copy) and tried to play it. Under his Xbox and his gamertag acct, the following msg appeared:

one or more downloadable content packs is missing that is required for compatability in GTA online. Proceed to the Xbox games store to d/l

When we tried going to the store to d/l the content, the following showed up:

----alert -- online svc is disabled on your acct

SO, I signed into my gamertag acct thinking it may be a problem based on his being a teen acct, but when I accessed the same spot in the GTA V game, and tried to go to the store once again, it came up with this msg:

your profile does not have the correct permissions to access Xbox Live functionality

What and where do I go to get past this to take care of the problem. I don't want to have bought a membership to Xbox LIVE and keep not being able to use it.

Wouldn't I/we be able to access it through my teens acct? Is his considered Gold as opposed to my Silver? and if I/we can't access it through his, how do I make my acct Gold to be able to use the permissions?

ps. He was playing the game online to begin with, and came up against the problem of not being able to d/l the content pack. We weren't both playing it. I played after logging off his, (through mine) to see if I could access the content pack online. That's when it ssiad there was a permission problem with the functionality.

dunno about the content pack but the online play would be hindered by the silver account
