How can i change my Country/region in Billing Account Information

I'm trying to change my Country/Region in  billing account information..but can't able to do that...

You can't. It's set up according to the region your account is set to. If you live in Russia, Poland, Brazil, Hungary, Greece, Czech Republic, South Africa, Colombia, and Chile you can migrate your account region. Otherwise you'd have to create a new account with the correct information.
