No one at Support can remove your parental account. Instead, use the Microsoft Account Password Reset process to get the password changed, then once you can sign in with the parental account, go to the console and pick Settings | Account | Account Security | Promote Child Account.

To reset the parental account password, collect the parental account email address, and then go to account.live.com/password/reset

Hi,

I'm assuming that you're being asked to agree to the terms of use which was just recently updated. If that's the case and you can no longer access your parental e-mail account due to it being hacked then you will need to do one of two things. You can try to reset your password, and if that doesn't work you can try to fill out the Microsoft account recovery form located here.

If neither options work I'm afraid that you won't be able to agree to those terms or access the account. In order to promote your account from a child to an adult you still need to be able to agree to the terms of use one last time. Inability to do this means that you're locked out of the account.
