Hello, if it's telling you that there's an issue with your account please login to the Microsoft Billing site by going here. Once you've logged in please check that your payment methods are up to date and you do not have any sort of expired credit card/debit cards on file. If you do, remove them. If you owe an outstanding balance on the account that will need to be paid before you are able to purchase anything on the account. If your unable to solve your issue by doing these steps you will need to contact phone support and speak with them about your account issue.
