You're looking at a complete reset. Your account is your responsibility and there are password settings on the console to keep undesireables from mucking about with your account.

If you have an account with illegitimate Gamerscore on it, it will be reset. You can find more info on Gamerscore resets here: www.xbox.com/.../Cheating

nope it is all or nothing and you will NEVER be able to earn any achievements for any of the games that had the scores reset for the life of that account.  if it is a game you never played before you can still earn those, but your only real option is to create a new account and start over.  but FYI nothing is transferable between accounts, but if you had any games or DLC add ons on the other account you would still be able to access/play them on the new account as long as both are on the same console.
But not banned of this
Entirely depends on what "he" did besides mod the gamertag's gamerscore.

Altering the data that is stored in a profile using unauthorized means is considered system tampering. System tampering is a ban-able offense. Ban of the gamertag is entirely possible.

A gamertag is for use by a single person. You are responsible for all activity on your gamertag. My advice to you is to create a new tag and bar anyone else from using it. Ever.

People don't "share" passports. People don't "share" credit cards. Don't "share" your gamertag. It's time to wake up and realize all the politically-correct garbage that people fed you about "sharing" being a good thing is wrong when it comes to identity. Do not share your identity. Do not share your gamertag.

File a complaint on the console, under tampering.
