Extortion!

Microsoft Live has locked my daughter out of her Xbox account [that I paid for] until I pay more money!

They use the excuse for extortion of giving the money to charity, but having to pay to use an account that I have already paid for seems illegal to me!

The phone support sent me here..

Since the account is for a minor, it has to be authorized by an adult.

Because of some law passed by my government, I have to prove I'm an adult  by putting a charge on a credit card, because only adults can have credit cards.

Because the account has my son as the primary gamer, we used his ATM/Visa card to do it, which was issued to a minor.

It's a federal law. You would have to contact the federal government if you have issues with the 50 cents. There is nothing Microsoft can do about it. Microsoft is following the law.

Phone support sent you here?  Was it 1-800-469-9269?  Because they shouldn't be sending anyone here.

The only time phone support sends here is for account/console bans.

Federal law does NOT tell them to bill people for things they already paid for.

Actually, there are laws against that.

Microsoft is following federal law for the COPPA law (you can go to coppa.org to learn more about it). Unless that 50 cents is paid there is nothing the forums can do or phone support can do about going around it. Everyone with a child under the age of 13 has to do it regardless if they have a silver or gold subscription.
