Error code 80151909 can't connect to xbox live

I am currently at University staying in halls. Could use xbox live no problem, but then I went home for about a week then came back and I got this error code, 80151909, stating that I could not connect to xbox live. I have no access to router and I know that after 12 hours of not using internet on laptop I have to sign in to StudentCom to connect to internet again. I have tried clearing system cache, performing initial setup and downloading my profile (however downloading profile needed a network connection)
