Error Code 8015102D Whenever I try to promote account from child to adult

Whenever i try to upgrade my account from a childs to an adult. I get the error code 8015102D. And yes I have tried clearing the cache and restarting my xbox and all that good stuff and yes i am 18. Im just trying to figure out why it's not working. Any help is appreciated!
