error code 80151011 when login to xbox live

Hi, I am getting error code 80151011 when I try to sign in to xbox live.  the error code comes up but i can play offline.

So far I've reset and changed my password, put my profile on usb stick, and deleted from it the hard drive.
When i try to download my profile I still get the same error code.

Also went through the trouble shooting guide on the web.

It might have something to do with the area I am living.
Although my location/area is Australia, I am actually living in New Zealand.

Hope you can help me out.

If you haven’t already, start by adding security proofs like phone numbers, alternate email addresses, and security questions and answers to your Microsoft account. This information is crucial to ensure that your account is well protected and meets the security standars that Microsoft now provides.

When this information has been added and updated, we can now start focus on the next steps, clear your Xbox system cache and recover your profile.

Clear Xbox system cache (3 times in a row)

  1. Press the Guide button on your controller, go to Settings, and select System Settings.
  2. Select Storage or Memory.
  3. Highlight any storage device, and then press Y on your controller.
  4. Select Clear System Cache.
  5. Clear the system cache 3 times in a row.

Restart your console.

Download Xbox LIVE profile

  1. Press the Xbox Guide button on your controller (large X button in the center of your controller).
  2. Select Download Profile.
  3. Enter the Microsoft account associated with your Xbox LIVE gamertag.
  4. Enter your Microsoft account password.

sure!  removed profile, tried to redownload.

got in a xbox support chat.  they had me delete the last system upgrade, and then redownload that.

still cannot re-download my profile.

I've been reading the forums, and the stuff that works for others is not working for me.  Now I'm wondering if all that "proofs" stuff is the problem.  How do I know if I have satisfied all the requirements?  It's confusing...

how is that done?  I do it once no problem.  Go back to do it again and there is nothing to select.  the cache does not exist.  therefore, I cannot do it more than once.

What kind of storage device do you have?
It should be working. Go to Storage Devices and highlight your harddrive. Press "Y" on the controller. Select Clear System Cache. When asking about to perform maintenance on your storage device, press Yes! You should now have the option to do it all over again.

OK...Now I understand.

I was going to storage devices and selecting the drive, then going to system items and clearing the cache there.

Pressing "Y" on the storage device is obviously very critical.
