Error code: 08190843 + Can't purchase goldmembership

Hi, I haven't been able to upgrade to gold since my last membership ran out. I would like to take advantage of the 2 for 2 months offer but have been given the same error as I have for the last 4 or so months. I'm properly connected and have used my brother's account to check this on my console. any help would be appreciated, thanks.
