Error 8007000B (Transferring Points)

Hi, 

i have Family Gold Pack and have been trying to grant an allowance of Points to a family member account but it seems no matter what account i try to transfer to i get greeted with Error 8007000B please try again now its not my end as i ve rebooted our home router twice so now my dsl speed is crap slow due to my isp's server think theres a line fault  !! so it cant be upnp or ports not being open as i can play games and do everything else just fine !!! 

any help in getting this working
