Dunno What To Do Here

I'm trying to renew my gold subscription, and since making the account I've moved to Europe, so I gotta pay with Paypal. And I got it all set up with my creditcard from here, I've paid it once before with Paypal and since then I got a new creditcard, I get an error code when trying to renew, saying last time you tried paying with this it failed blah blah blah but that's because it tried withdrawing from the paypal when I had my old credit card, So I got the new one, got it set up to my paypal, and when I try to edit my payment option here, I can't cuz it says I have an outstanding payment, but I don't. Cuz I checked all that on the billing page. 

So I am wondering what on earth I can do.

have you migrate your account yet? call micrsoft support.xbox.com/en-US/contact-us

and they will migrate your account to europe which will take up 6 weeks, and should resolve most of the payment problems

From what I know they stopped Migrating accounts.

And I am fine with having a US account, it's just I need the account cleaned up a little so I can set up the new paypal, and wondering how I can do this.

You can migrate your account on your own and instantly through live.xbox.com/.../Account

Its under settings and preferences at the bottom, the link reads "Change Xbox account Region"

Migrating has been re-added to the system.

Once you migrate, you may need to call phone support and speak to the billing people as well, just to have it all running smooth.
