Firstly: Could you tell us if you're gamer profile has become corrupted. Sometimes a corrupted profile can prevent one from download their profile from LIVE servers. Corrupted contents is shown as a yellow exclamation mark.
Secondly: Clear your Xbox system cache. This will remove temporary files from the sytem cache.
Third: Turn off your modem and router for two minutes. Turn on your modem and wait for it to connect properly (one minute). Turn on your router and wait another minute. Turn on your console and try download your profile as follows:
Press X to sign out of your profile.
Press the XboxGuide button on your controller (large X button in the center of your controller).
Select Download Profile.
Enter the Microsoft account associated with your Xbox LIVE gamertag.
Enter your Microsoft account password.
