If you haven't already, I suggest giving these steps a shot:
Unplugg your Xbox One console entirely from the outlet.
Unplug your network devices.
Wait 60 seconds.
Plug your network devices back in.
Wait at least 5 minutes.
Plug your console directly into the wall outlet (not into a power strip).
Power the console on and see if you're able to make it past the start up screen (give it at least 10 minutes on the green screen).
