Could you try clearing your browser's cache, closing all open windows and then trying again?
Also could confirm if you have had the current Gold subscription for more than a week, and that you have no Enforcement actions against your account?
If so and it still does not work, please wait at least 48 hours before trying to Apply again. This should let the system reset itself. If it still is not working, bump this thread and we'll see what else can be done.
